Ciao, first I say sorry for the bad image but unfortunately I do not have a better one to provide. In front of the Liza sp. you can see the fish in question. My guess goes along one of the ponyfishes (Leiognathidae) and I know of the reports for Equulites klunzingeri (Steindachner, 1898). Do you think it is that species? Hi, here is the maximum I have. I think the big dorsal fin is an optical effect due to matching the fins of the mugilid. Unfortunately the visibility was quit bad when I spotted the shoal during snorkeling. Immagine: 133,84 KB

I think it is not Equulites klunzingeri because there are too much difference with this good photo of this specie: Link Link
I don't find any similar species to your photo. I have a "feeling" (impression) that can be Siganus luridus, although in the picture does not appear the features of this specie.
Do you have perceived that this fish was strange in the sea or only when you saw your photo?
Hi, with strange I ment not seeing such a fish bevor or after again or in any book. Siganus luridus is together with S. rivulatus very common in Cyprus Marien Waters and for me the fins of that species do not match neither the dorsal fin nor the anal fin.

Hi Carl! Unfortunately the fins in the photo are not clearly visibile. E. klunzingeri has a long dorsal fin with a small lobe on the anterior extremity and a long anal fin with no, or very small, lobe. The anal fin of the specimen matches the Equulites one, the dorsal fin is hardly observable. The general shape of the body (especially the snout) is similar to that of a Leiognatidae. My feeling is that it is an Equulites but I'm not really sure.
