Very interesting! The catalogue of Western Palearctic Neuroptera doesn't report Mantispidae for Israel, the presence of this family in Middle East needs a specific survey.
Your specimen is very similar to the European Mantispa styriaca (Poda) (this mantispid is also present in Central Asia) but it is characterized by some very peculiar markings to which I'm not familiar.
There is also the possibility that it belongs to Mantispa scabricollis McLachlan a very similar species reported for the Aegean Islands, Turkey and Central Asia. This second species differs from M.styriaca by the "rough" pronotum.
Anyway it is a female.

Molto interessante! Il catalogo dei Neuroptera del Paleartico occidentale non riporta i Mantispidae per Israele, la presenza di questa famiglia in Medio Oriente necessita di un'indagine specifica.
Il vostro esemplare è molto simile all' europea Mantispa styriaca(Poda) (questa mantispa è inoltre presente in Asia centrale) ma è caratterizzato da alcune marcature molto particolari con cui non sono familiare.
Vi è, inoltre, la possibilità che appartenga a Mantispa scabricollis McLachlan, una specie molto simile segnalata per le isole dell'Egeo, Turchia ed Asia centrale . Questa seconda specie differisce da M.styriaca dal pronoto "ruvido".
Comunque è una femmina.

Very interesting. It is the first time that I see Mantispa scabricollis (probably  ). Sure there isn't M. styriaca!
About sex I'm doubtful.
Amir, do you could insert a magnification of pronotum?

1. According the follow link (PFD file) mantispa styriaca known from Syria
so is not unavoidable its present in Israel

2. According local book (Hebrew) there is at last 5 Mantispidae species in Israel
Unfortunately it not mention exact spices but refer 2 Mantispa from south of Israel without more info.

In my opinion it is Mantispa scabricollis. You can compare M. styriaca in this discussion and the figures of M. scabricollis (as M. mandarina) in Aspöck & al. 1980. Die Neuropteren Europas (pronotum and inner side of femur; see below).

Vol. 3 Insects 1989
The entry wrote by Dr. Dani Simon from Tel-Aviv university
I also reply to him regarding the specimen and now waiting for is answer
In the moment I have not any other references for Mantispidae of Israel but I intend to visit the zoology dpt. soon (next week I hop) and I'll try to find more info there
